What Is the LTO Portal (LTMS)?

The LTO Portal — officially called the Land Transportation Management System (LTMS) — is the official online platform of the Land Transportation Office (LTO) in the Philippines. It is accessible at portal.lto.gov.ph.

The LTMS was launched in 2020 to bring LTO services directly to Filipinos, wherever they are. It runs 24 hours a day, 7 days a week. You can use it on your phone, tablet, laptop, or desktop — no special software needed.

The system also uses an Automated Biometric Identification System (ABIS) with face and fingerprint recognition. This prevents fraud and double identities in the database.

In short, the LTO Portal is a one-stop digital shop for all your land transportation needs in the Philippines.

How to Create an LTMS Account (Step-by-Step)

Creating an account on the LTO Portal is free. It takes about 10–15 minutes. Follow these steps carefully:

Go to the Official Portal

Open your browser and visit portal.lto.gov.ph. Always use the official website to stay safe from scammers.

Click "Register Now"

On the homepage, click the Register Now button. Read the Terms of Agreement carefully. Tick "Yes, I accept" if you agree.

Enter the Security Code (CAPTCHA)

Type in the security code shown on the screen. Click Next to continue.

Select Enrollment Type

Choose Enroll as an Individual if you are registering as a private person. Organizations should choose the organizational option.

Indicate If You Have a License

If you already have a driver's license, click "Yes" and enter your license details. If not — or if your license is not found — click "No" and proceed. Do NOT click "Yes" if the system cannot find your license number, even if you have one.

Confirm Citizenship

Filipinos click "Yes" then Next. Foreign nationals select their country and provide their Alien Certificate of Registration (ACR) number.

Fill in Your Personal Details

Enter your full name, date of birth, gender, mother's maiden name, active email address, and mobile number. Use a real email — you will need it to verify your account and reset your password later.

Verify Your Email

Check your inbox for a verification email from the LTMS. Click the link within 24 hours. If you miss this window, your registration will be deleted and you will need to start over.

Create Your Password

After clicking the link, you will be asked to create an 8-character password. Write it down or save it in a password manager. You cannot change your registered email address later.

Save Your 15-Digit Client Number

The system gives you a 15-digit LTO Client Number. This is your username. Save it immediately. Then log in and complete your profile to activate all services.

Before you start, make sure you have these ready:

  • Medical certificate from an LTO-accredited physician

  • Proof of address (utility bill or barangay certificate)

How to Renew Your Driver's License Using the LTMS Portal

Renewing your license through the portal saves you a full day at the LTO. Here is how the process works:

Log In to Your LTMS Account

Go to portal.lto.gov.ph and sign in with your 15-digit client number and password.

Go to Licensing → Driver's License Renewal

Click "Licensing" from the menu, then select "Driver's License Renewal." Fill in your information and upload the required documents.

Take the CDE Online Exam

All drivers renewing their license must pass the Comprehensive Driver's Education (CDE) Online Validation Exam. You need at least 13 out of 15 correct answers to pass. It is free. Once you pass, print your CDE certificate.

Pay the Renewal Fee

Pay online using your preferred digital payment method. A convenience fee of ₱75 per transaction applies. Keep your receipt.

Book a Biometrics Appointment

Schedule a slot at an LTO branch near you. Visit on your scheduled date for photo capture and fingerprinting.

Claim Your Renewed License

Your renewed license will be processed and ready for pickup at your chosen LTO branch. You can track the status anytime through your LTMS account.

Note: If your license has been expired for more than 2 years, you will need to retake the full written examination. Senior citizens (60 and above) must also pass a medical evaluation.

How to Renew Your Vehicle Registration Online

Vehicle registration renewal through the LTMS portal has both online and walk-in steps. Here is the full process:

Log In and Select Vehicle Registration

Sign in to portal.lto.gov.ph. Click "Vehicle Registration" and choose renewal.

Enter Vehicle Details

Provide your vehicle's plate number, engine number, and chassis number. Upload your Certificate of Emission Compliance and current insurance certificate.

Pay the Registration Fee

Pay online and save your digital receipt. Check that all details are correct before confirming.

Walk-In Steps (at LTO Branch)

  • Bring your Certificate of Registration (CR) and Official Receipt (OR)
  • Bring valid third-party liability insurance
  • Undergo vehicle inspection and emission testing at the LTO branch
  • Submit all documents to the evaluator
  • Pay any remaining fees at the cashier
  • Claim your new OR and CR

How to Check and Pay Traffic Violations Online

You no longer need to visit an LTO office just to check your record. The LTMS Portal lets you view and settle violations from home.

Checking Your Violations

Log in to your LTMS account. Click on "Violations" from the dashboard. Your outstanding fines and case history will appear. You can also track the status of any contested cases here.

Paying Fines Online

Select the violation you want to pay. Click "Pay Now" and choose a payment method. A summary and digital receipt will be sent to your email. For contested violations, you can submit a position paper directly through the portal.

The verification link expires in 24 hours. Check your spam folder if you don't see the email in your inbox right away.
