What Is the LTO Portal (LTMS)?
The LTO Portal — officially called the Land Transportation Management System (LTMS) — is the official online platform of the Land Transportation Office (LTO) in the Philippines. It is accessible at portal.lto.gov.ph.
The LTMS was launched in 2020 to bring LTO services directly to Filipinos, wherever they are. It runs 24 hours a day, 7 days a week. You can use it on your phone, tablet, laptop, or desktop — no special software needed.
The system also uses an Automated Biometric Identification System (ABIS) with face and fingerprint recognition. This prevents fraud and double identities in the database.
In short, the LTO Portal is a one-stop digital shop for all your land transportation needs in the Philippines.
Who Should Use the LTO Portal?
The LTMS Portal is open to almost anyone connected to land transportation in the Philippines. You should sign up if you are any of the following:
First-time drivers applying for a student permit or non-professional/professional license.
Filipinos and foreigners who already have a driver's license and need to renew it.
Public transport operators, fleet managers, and franchise holders managing multiple vehicles.
Manufacturers, Assemblers, Importers, Rebuilders, Dealers, and other registered entities.
Medical clinics, driving schools, and other LTO-accredited organizations.
Overseas Filipino Workers and returning residents who need to manage LTO records from abroad.
If you drive, own a vehicle, or do any business that requires LTO processing — the portal is for you.
What Can You Do on the LTO Portal?
The LTMS Portal gives you access to a wide range of LTO services. Here is what you can do online:
How to Create an LTMS Account (Step-by-Step)
Creating an account on the LTO Portal is free. It takes about 10–15 minutes. Follow these steps carefully:
Go to the Official Portal
Open your browser and visit portal.lto.gov.ph. Always use the official website to stay safe from scammers.
Click "Register Now"
On the homepage, click the Register Now button. Read the Terms of Agreement carefully. Tick "Yes, I accept" if you agree.
Enter the Security Code (CAPTCHA)
Type in the security code shown on the screen. Click Next to continue.
Select Enrollment Type
Choose Enroll as an Individual if you are registering as a private person. Organizations should choose the organizational option.
Indicate If You Have a License
If you already have a driver's license, click "Yes" and enter your license details. If not — or if your license is not found — click "No" and proceed. Do NOT click "Yes" if the system cannot find your license number, even if you have one.
Confirm Citizenship
Filipinos click "Yes" then Next. Foreign nationals select their country and provide their Alien Certificate of Registration (ACR) number.
Fill in Your Personal Details
Enter your full name, date of birth, gender, mother's maiden name, active email address, and mobile number. Use a real email — you will need it to verify your account and reset your password later.
Verify Your Email
Check your inbox for a verification email from the LTMS. Click the link within 24 hours. If you miss this window, your registration will be deleted and you will need to start over.
Create Your Password
After clicking the link, you will be asked to create an 8-character password. Write it down or save it in a password manager. You cannot change your registered email address later.
Save Your 15-Digit Client Number
The system gives you a 15-digit LTO Client Number. This is your username. Save it immediately. Then log in and complete your profile to activate all services.

You no longer need to visit an LTO office just to check your record. The LTMS Portal lets you view and settle violations from home.
Checking Your Violations
Log in to your LTMS account. Click on "Violations" from the dashboard. Your outstanding fines and case history will appear. You can also track the status of any contested cases here.
Paying Fines Online
Select the violation you want to pay. Click "Pay Now" and choose a payment method. A summary and digital receipt will be sent to your email. For contested violations, you can submit a position paper directly through the portal.
Smart Tips for Using the LTO Portal
Here are practical tips to make your LTMS experience smoother:
Always go to portal.lto.gov.ph. Avoid third-party sites offering to process LTO transactions for you — many are scams.
Write down your 15-digit client number and password. You cannot change your email address once registered, and resetting your password can be tricky.
The verification link expires in 24 hours. Check your spam folder if you don't see the email in your inbox right away.
After any payment, take a screenshot or download the receipt. You may need it when visiting the LTO branch.
The LTMS portal can slow down during busy hours. Try accessing it early in the morning or late at night for faster performance.
If the portal is unresponsive, clear your browser cache or try a different browser. Chrome and Firefox work best.
After submitting a transaction, use the "Track Status" feature to monitor your license or plate progress without calling the LTO.
The portal is free to register. Anyone charging you extra for LTMS registration or claiming to "speed up" your process is a fixer. Avoid them.
